Authorised Contacts: Changes to contacts to populate into child's profile from re-enrolment

Our 2026 re-enrolment process has found that any changes made to authorised contacts in the re-enrolment form do not always populate in the child's profile. This includes families removing an authorised contact, adding someone, changing a contact's details (address etc.). When children who already have a waitlist form in the system, then have the re-enrolment form completed, the secondary guardian does not have a profile generated. We then need to manually created a parent profile for the secondary parent, copying information across from their re-enrolment form.
The whole authorised contacts mechanism needs an overhaul.
